** Shares of Home Depot HD.N and Lowe's LOW.N hit record high after brokerage Loop Capital upgrades to "buy" from "hold"
** HD's shares up as much as 1%, while shares of LOW rise as much as 2% in afternoon trade
** Brokerage raises PT on both stocks, says recent store checks indicate home improvement retail demand has bottomed
** Adds, "pleased" with quick resolution to the port strike by both companies
** Notes, investors will look beyond the disruptions caused by hurricanes to a future demand lift
** HD's PT raise to $460 from $360 represents 11% premium to stock's last close of $414.18
** LOW's PT raise to $300 from $250, represents 10% premium to stock's last close of $273.27
** Including session's moves, HD up ~20% YTD, LOW up ~24% YTD
